This document is one of a series of technical memoranda that provide a foundation for the development of Los Angeles County’s Integrated Regional Water Management Plan (IRWMP). Here the focus is on surface water quality and flood control management. The existing conditions of the region’s watersheds are described in the first chapter. The second chapter addresses existing issues such as regulations, how wastewater and flooding are managed, aging infrastructure, and habitat challenges; constraints; and opportunities. Chapter 3 develops concrete objectives for a 20-year timeline related to recycling water and dry-weather and stormwater runoff. Chapter 4 describes water management strategies.
